Yes. The history of procedure does not matter when the Exec is not adhering to it anyway. All passing a resolution does is give Trump legitimacy in using a Congressionally approved budget. It's much better to fight someone who is operating beyond their authority rather than within it

The difference is if I, an almost-poor trans woman, try to break the law like a rich person, I have the full force of the US militarized police force and prison system weaponized against me. If a rich person decides to ignore the law, they get a slap on the wrist and a relatively minor fine.

I agree in a general sense, but the church's positions very much inform the morals of the people who make policy in a lot of countries, so we still need to pay attention to what the head of their religion says about some things
